1. Review Rule Changes- Reviewing possible amendments to several rules/statutes. AG office, Ryan Shelhass, was in attendance to discuss the steps.
2. Future Events- November 11th Promotion. Discussion that Promotion Company had been in contact with the board and was given the appropriate information in order have an event in Wyoming. The Promoter is contemplating his options.
3. Funding/Financials- Move all monies to State account from Paypal account. Leave $1000 in Paypal account for small transactions. All transactions are able to be tracked through PayPal.
Possible TV sales for the state, however, statute must change.
4. Review Recent and Future Promotions. Upon review of recent bout, with Board will purchase Pregnancy tests, air horn and timekeeper device. Upon review of inquiry to have bout ruled, “No Contest,” It was agreed due to statue that the referee, per definition, is sole arbiter and therefore the Board does not have the authority to overturn the final decision in a match.
Adding in promotions for 2018. Events appear to be picking up and renewed interest in promotions due to carbon sequestration growth.

1) Review Peace officer training and additional officers. Promoters responsible for ensuring public safety is maintained by hiring a minimum one certified Peace Officer. Failure to comply with this subsection may result in the cancellation of the event and may result in disciplinary action. Review "at board discretion,” when extenuating circumstances arise.
2) Review fee paid by seconds, $20 a year vs. $10 per event.

1) Updating policies-doctor/inspector fighter examination.
Inspector will enter the ring when the doctor enters the ring. Bryan will contact Robert Wombacher about a volunteer, on the job training with the ABC Officials Training. Bryan is the head of the Policy Committee. He will work with inspector Jeremy Arneson at reworking our officials policy other policies
2) Bryan/Dicky meet with LSO to discuss fiscal internal controls and pass policies accordingly.
Upon review, Board unanimously agreed to pay $75 for the remainder 2014 for the Executive Assistant use of cell phone.
New Business:
1) Plan for distributing promoter information, other information.
Board agreed to have a public list of licensed Promoters in good standing on the website for athletes to contact.
2) Reviewing mileage reimbursement for officials.
Board unanimously agreed that the mileage for judges, referees, inspectors will be reviewed and payment made at the boards discretion.
3) Ranking/advancement outline for officials-Inspector Jeremy Arneson.
A volunteer program will be used for on the job training. Bryan and Jeremy will work together to ratify some of the policies.
4) How to increase industry activity
Board discussed a video feed to increase activity. Executive assistant will send out email informing athletes in the database about upcoming events. Athletes can choose to contact a promoter and get involved.

Wyoming promotion RMMMA hosted their 3rd event in Laramie over the weekend. The event featured great up-and-coming talent from Jeremy Horn's Elite Performance Fitness and Ed Herman's Trials Martial Arts & Fitness. Thanks, Professors!

Wyoming requires that promoters of a combat sports events must provide medical insurance for every participating athlete. Individual venues in the state sometimes require general liability policies as well. Jeremy Augusta, owner of Combat Sports Insurance, has helped out new and veteran promotions in the state acquire comprehensive polices at amazing rates. Department of Health Offers Affordable "Fighters Trio" Testing to Wyoming MMA Community
The Board is pleased to announce that the Wyoming Department of Health Communicable Disease Unit has agreed to consistent blood work testing of athletes at clinics across the state. This is a big step forward in providing for the safety of our athletes. In addition to offering their clinical services, the Health Department, along with the Hepatitis Program Coordinator, have set affordable prices for Hep B, Hep C, and HIV testing. Ringwars home to largest crowd in Wyoming
Ringwars threw their second sanctioned event this weekend at the Cam-Plex, in Gillette, Wyoming. And, for the second time, they put on a great show in front of a huge crowd which included a live band, full service bar, and action packed fights. If you missed it, make sure to grab a ticket for their next event in February!

Legion Combat Sports Growing Amateur MMA
In just the first four months of the Wyoming's newly adopted combat sports regulation, two events have already been held by Legion Combat Sports. Through their partnership and promotion process, over 40 athletes were given federal MMA IDs and currently have current blood-work on file. This enables them to fight more consistently, and in bigger markets like Nevada, where blood-work and history of sanctioned bouts are necessary. This is one way in which sports promotion companies such as Legion help serious competitors further their MMA careers. Here is what they had to say about working with the state commission:

State Licenses
Officials Licenses are being granted on an as-needed-basis. The Commission is dedicated to providing qualified and experienced officials.
All of our applicants and current officials attend Training Days to learn the specific state procedures required of officials at events. Officials have various responsibilities, in addition to the actual officiating that occurs.
Training Days are held throughout the year. Look for the next training day to be announced soon.
Training Day a Success
Our first official Training Day was held on October 27th, 2012. Both current officials and new applicants came out to the Parkway Plaza Hotel and Convention Center in Casper Wyoming. We had a great day filled with watching video, judging fights, and working on the details of event fairness and safety. Thank you to all who traveled to join us. Wyoming Present at Annual Boxing Commission Conference
This year Wyoming was represented at the annual Boxing Commission Conference. At this event, state athletic commissions meet and vote on combat sports policy in the United States.

FAQ – Will my fight count towards my official record now that Wyoming has a commission?
Answer: Yes.
Previously, bouts held in Wyoming were unsanctioned. That means that other state commissions and promotions did not recognize local events. Not only were the fights deemed “unsanctioned” in the official MMA database, but states like Colorado would suspend fighters for 45 days for competing in an unsanctioned area.
Now, events will be entered into the official database as sanctioned, and local Wyoming fighters can further their careers in front of their home crowds. This also means that athletes from other states will now travel to Wyoming to compete. In the first three events alone, we have seen professional and amateur fighters from Colorado, Nebraska, Idaho, Texas, and Arizona.
The Wyoming State Board of MMA is a member of the Association of Boxing Commissions. This organization is made up of state and tribal bodies that regulate the sport. Membership gives Wyoming promotions access to the national database for MMA records: MixedMartialArts.com.

Kickdown Main Event featured on Spike TV
The main event of the Casper event on Sept. 22nd was featured on Spike TV's MMA Uncensored tonight at 8:30pm.
The episode showed a highlight of Travis Peak's exciting victory over Steven Simmons.
Kickdown 103
Casper, Wyoming was home to Kickdown 103 on September 22nd. Kickdown MMA held an exciting show with both amateurs and professionals putting on great displays of the sport. Promoter Steve Alley is a notable promoter in Colorado and has previously held many events in Wyoming. We are excited that Steve is continuing to provide quality MMA to Wyoming.
Jackson Hole Event a Success
University of Wyoming wrestling phenom Tyler Davis held ‘Best of the West 2’ in Jackson Hole on August 4th. His promotion company, Elite Combat, hosted the event at Snow King Event Center. The action packed amateur card featured athletes from Wyoming, Idaho, and Florida.

Regulation of combat sports in Wyoming starts on July 1, 2012. Any event with amateur or pro fights is subject to the rules and regulations set by the Board. All events that take place prior to this date are unregulated and not associated with the new laws concerning medical and fairness standards.
Prior to the recent legislation, fights in Wyoming were unregulated and events were not recognized by any other states, or the Association of Boxing Commissions. This means that any bout fought in Wyoming would not count towards a fighter's official record.
On July 1st, for the first time, Wyoming fighters be able to make their amateur and professional debuts in front of home audiences. As the 46th state to regulate combat sports, Wyoming officially joins the fastest growing sports industry in the country.
